Organizational Issues
Geographical Scope
- 120 Counties
- 15 Area Development Districts, or ADDs (3 are also MPO Agencies)
- 7 MPOs (including 4 with major city outside Kentucky) including 3 TMAs
- 12 Highway Districts
- Over 73,000 miles of public roads (local and state)
- 27,396 miles of state-maintained road which carry 84% of traffic

Administrative Process:
- KYTC staff funded with Federal Planning and Research funds
- ADDs funded with State Road Funds and State General Funds
- Intention is to fund at least one staff person in each ADD
- Funds allocation based on number of counties (range from 5-17) per ADD
- 10% local match is required from each ADD
- ADD contract and Annual Work Program is developed for annual renewal
- ADDs submit quarterly invoice and report for reimbursement

Statewide Transportation Planning Process (STP)
Major Participants
- Area Development Districts (ADDs)
- KYTC, Highway Districts
- KYTC, Division of Planning
Primary STP Tasks
- Identification and prioritization of needs
- Consideration of TEA-21 planning factors
- Development of Statewide Transportation Plan
- Input into the KYTC implementation process
- Consultation with local officials and public involvement
- Coordination with MPOs and other states, agencies, and interests
ADD Activities
- Maintain Transportation Advisory Committee and provide public input
- Consult with local officials with or on behalf of KYTC
- Coordinate with local and regional agencies and interests
- Initiate public involvement outreach
- Conduct planning tasks (regional goals and objectives, data collection, etc)
- Consider TEA-21 planning factors, as appropriate
- Identify and prioritize highway needs and submit to KYTC
- Identify and submit other transportation needs and issues
- Attend bimonthly meetings with Highway District and Division of Planning staff for education, information exchange, and work-related discussions
- Participate in other Cabinet activities as needed (data collection, review and input for special studies, set up meetings with the public or local officials, etc)
- Perform special local and/or regional projects, as appropriate
Highway District Activities
- Participate on Transportation Advisory Committee
- Participate in other ADD public involvement activities as needed
- Provide technical assistance to ADDs for highway-related issues
- Assist in biennial highway needs identification and prioritization process, particularly in project definition and cost estimates
- Consider TEA-21 planning factors when appropriate
- Attend bimonthly meetings with ADDs and Division of Planning staff for education, information exchange, and work-related discussions
- Provide technical assistance for and review ADD special projects, as needed
Division of Planning Activities:
- Seek funding through state biennial budget process
- Provide direction for statewide planning process
- Develop and administer ADD contracts, including development and monitoring of ADD Annual Work Programs
- Hold bimonthly meetings with Highway Districts and ADD staff for education, information exchange, and work-related discussions
- Maintain and update Unscheduled Highway Needs database
- Review and input from ADDs and direct it to appropriate KYTC offices
- Consider TEA-21 planning factors, as appropriate
- Review/utilize input from highway needs identification/prioritization process for Long Range Highway Plan element of Statewide Transportation Plan
- Develop and update Statewide Transportation Plan
- Make recommendations to Programming staff for state's short-range highway program (Six Year Highway Plan) and the STIP
- Provide direction on and review reports for ADD special projects
