NAPA Summaries of State DOT Consultation Practices
for Rural Officials


December 2000-- As part of the rural transportation study mandated by the Transportation Equity Act for the 21st Century (TEA-21), the National Academy of Public Administration has prepared updated summaries of the practices used by each state department of transportation to consult with rural elected officials and regional planning and development organizations.

Currently, each state association of cities, counties, regional councils and transit officials is being asked to review the summaries and provide feedback, which will be included in the US Department of Transportation's final report to Congress. The department plans to submit the final report in the Spring 2001.

The Academy summary for each state includes two parts. The first part provides an overview of the rural context for transportation consultation, including the economic, geographic, population and local government make-up. The second part outlines the specifics process for consultation and cooperation with rural local officials.
