      <title>FHWA Talking Freight to Address Intermodal Facilities</title>

On June 19, the Federal Highway Administration (FHWA)'s Talking Freight Webinar Series will present the event "Growth of Inland Intermodal Facilities" at 1 - 2:30 EDT.&nbsp; Registration is free and is available <a href="http://www.ops.fhwa.dot.gov/freight/fpd/talking_freight/index.htm">here</a>.<br />
<br />
In recent years, inland intermodal facilities have become more prevalent as increasing volumes of long-haul, moderately time-sensitive freight have been shifted from long-haul trucking to intermodal rail.&nbsp; Some of these facilities have been built at the initiative of the Class I railroads, some have been created by water ports working to extend their service areas inland and free up capacity at the primary water ports, and some others have been instigated by regional economic development agencies in an effort to encourage other, related industrial development in their regions.&nbsp; <br />
<br />
The trends that are encouraging increased intermodal shipments to, from, and between inland intermodal facilities, such as high fuel prices and improving railroad operational efficiency, will likely remain in place in the near future, meaning intermodal use will likely continue to grow.&nbsp; This webinar will provide three different perspectives on the growth of intermodal freight shipments and examine the key factors encouraging this growth, potential target locations for future intermodal facilities, and the transportation and economic benefits of intermodal facilities.
<ul>
    <li><strong>Overall economic and transportation perspective: </strong>This presentation will focus on the factors that are influencing the growth of intermodal facilities at inland locations and other economic development and transportation by-products associated with the opening of these facilities.</li>
    <li><strong>Class I (major) railroad perspective: </strong>This presentation will discuss some of the factors why Class I railroads are building intermodal facilities, the factors that influence their locations, and some of the facilities&rsquo; logistical needs.</li>
    <li><strong>Regional economic development perspective: </strong>This presentation will be by a regional agency that has been involved in creating a new intermodal facility or enhancing an existing intermodal facility.&nbsp; The presentation will focus on the economic and transportation benefits communities and smaller transportation carriers can receive when new intermodal facilities are built.</li>

In recent months various natural and human-induced events have forced the temporary closures of some or all the facilities at some major U.S. ports, including Los Angeles, Long Beach, and New York-New Jersey, and may create closures at all U.S. East and Gulf Coast ports due to the possible International Longshoreman's Association (ILA) strike. These temporary port closures have a negative impact on not only the regional economies where the ports are located but the U.S. national economy by undermining supply chain efficiency.       <title>NADO Holds Webinar on Transportation and Disaster Recovery </title>

<p style="margin: 0in 0in 10pt;">On Thursday, June 7, 2012, the NADO Research Foundation held the webinar &ldquo;Lessons Learned from Irene: Regional Planning Commission Involvement in Recovery of Vermont&rsquo;s Transportation Network,&rdquo; which featured a joint presentation from two regional planning commissions (RPCs) that make up the statewide network, the Vermont Association of Planning and Development Agencies (VAPDA).&nbsp; Pam Brangan, Chittenden County RPC, and Katharine Otto, Southern Windsor County RPC, shared the impacts wreaked by Tropical Storm Irene last August and the work completed by the state&rsquo;s regional planning commissions to assist with response and recovery of the state&rsquo;s transportation infrastructure.<br />
<br />
Following the severe flooding that damaged infrastructure, utilities, buildings, and communities, the Vermont Agency of Transportation asked the state&rsquo;s RPCs to assist with mapping and data collection, resource matching, communications, help with FEMA Public Assistance, and technical assistance to communities.&nbsp; Although these tasks were related to the transportation and hazard mitigation planning that RPCs regularly conduct, they went far beyond the typical scope of the RPCs&rsquo; training and work.&nbsp; As a result, the members of VAPDA divided responsibilities, with organizations whose regions were less impacted providing support to those regions with more damage.<br />

    <li>Reduced injuries, particularly for children and young drivers </li>
    <li>Increased access to goods and services, such as healthy foods,&nbsp;jobs, employment and health care,&nbsp;for all communities</li>

<h4>WEBINAR OVERVIEW</h4>
<p>This webinar will offer a national audience a window onto a real-time case study as the Denver Regional Council of Governments (DRCOG) prepares to use scenario planning to update Metro Vision 2040 (see <a href="http://www.drcog.org/index.cfm?page=RegionalPlanning">www.drcog.org/index.cfm?page=RegionalPlanning</a> for more information). The DRCOG earned national recognition when it used scenario planning in the 1990s to develop the original Metro Vision 2020 plan and to inform subsequent plan updates.&nbsp; Now, as DRCOG looks forward to the next major plan update, the agency has several new tools available, including next generation land use and travel models, which can support new innovations in scenario planning. <br />
<br />
During the webinar, DRCOG will describe the agency's previous scenario planning efforts, how scenario planning will fit into the Metro Vision 2040 planning process, and the new tools and associated data the agency has developed.&nbsp; An expert panel will ask questions and make initial observations on how DRCOG and webinar participants could most effectively deploy these tools.&nbsp; <br />

<p>The Freight Advanced Traveler Information System (FRATIS) is a bundle of three transformative applications that will provide operational solutions to this pressing issue.&nbsp; Being developed by FHWA and the Intelligent Transportation System Joint Program Office (ITS JPO), and in concert with the business community, the three applications are:</p>

    <li>Freight Real-Time Traveler Information with Performance Measures: enhances traveler information systems to address specific freight needs and increase their use and effectiveness.&nbsp; </li>
    <li>Drayage Optimization: optimizes drayage operations so that load movements are coordinated among freight facilities &ndash; maximizes productive moves and seeks to eliminate unproductive ones. </li>
    <li>Freight Dynamic Route Guidance: utilizes real time traveler information assets to provide best route options between freight facilities for carriers.&nbsp; </li>

The National Consortium on Human Service Transportation Coordination is an alliance of national non-profit organizations and associations dedicated to promoting mobility and the delivery of public and coordinated human services transportation to all individuals with disabilities, persons with low incomes, seniors and youth. &nbsp;Consortium members represent these population groups as well as transit systems, state departments of transportation, planning agencies, and health professionals. &nbsp;The National Resource Center for Human Service Transportation Coordination provides staff and resources for the Consortium though a cooperative agreement with the Federal Transit Administration.

The Transportation Investment Generating Economic Recovery (TIGER) grant program is a great opportunity for rural communities to leverage federal funds for local transportation projects. To help communities apply to these very competitive grants, Smart Growth America has partnered with the American Public Transportation Association, the National Association of Development Organizations, the National League of Cities, PolicyLink, Reconnecting America, Rural Assembly, and Transportation for America to encourage rural communities to submit superior applications for this funding.<br />

Road safety audits or assessments (RSAs) use&nbsp;a multidisciplinary team to conduct on-site analysis of road segments or intersections to determine what factors may contribute to crashes occurring there.&nbsp; Including insights from law enforcement, planning, human factors, and emergency services personnel injects varied perspectives and knowledge that can prove invaluable in making safety recommendations and prioritizing improvements. <br />

The webinar will provide examples from a community that utilizes RSAs and has made significant strides in reducing crashes at high-crash locations.<br />

On February 15, the NADO Research Foundation and RPO America held a webinar showcasing the work of two award-winning organizations on rural travel demand management and small metropolitan trail development. The Iowa Northland Regional Council of Governments (Waterloo, IA) developed the Prairie Pathways Initiative to enhance the experience of trail users through interpretive signage, interactive kiosks. The Southwest Region Planning Commission (Keene, NH) developed a website and outreach materials on rural travel demand management to address transportation options throughout the region. Both projects have improved the experience of residents and visitors to the region by offering highlighting the extensive bicycle and pedestrian facilities and other transportation amenities.       <title>Census Requests Comments, Upcoming TAZ Training</title>

The U.S. Census Bureau is requesting public comments on the proposed criteria and guidelines for Public Use Microdata Areas (PUMAs) for the 2010 Census and American Communities Survey.&nbsp; The comment period is open until February 28, 2011.<br />
<br />
The PUMA criteria are significant for regional planning because they determine how data will be provided through annual reporting from the American Communities Survey to provide geographic data without holes for certain communities.&nbsp; The proposed criteria are to use Census tracts and counties as the base geographies for PUMAs.&nbsp; Following Census 2000, other criteria were used that defined some nested geographic areas where cities within counties caused geographic gaps in the data that made it difficult to use for regional planning.<br />
<br />
Proposed changes to the PUMA criteria include:<br />
<ul>
    <li>Only one level of PUMA geography will be delineated </li>
    <li>Each PUMA must have a population of at least 100,000 persons at the time it is delineated, and must maintain a minimum population of 100,000 throughout the decade</li>
    <li>Each PUMA-county part must meet a minimum population threshold of 2,400 persons</li>
    <li>Counties and census tracts will be the only geographic &ldquo;building blocks&rdquo; for 2010 PUMAs</li>
</ul>

      <content:encoded><![CDATA[The NADO Research Foundation and RPO America will hold a free webinar on Safe Road Maps, on Tuesday, November 9, from 2 - 3:30 Eastern Time.&nbsp;&nbsp;Safe Road Maps is an online interactive tool using the familiar Google Maps platform that displays crash locations.&nbsp;&nbsp;<br />

Developed by the Center for Excellence in Rural Safety (based at the University of Minnesota), this tool displays incident information for crash events as well as "heat maps" that show the crash density for an area.&nbsp;&nbsp;Learn about the features of Safe Road Maps.org as well as effective ways to use the information contained in the tool for integrating safety into regional planning.&nbsp; Register for &ldquo;Safe Road Maps: An Online Safety Planning Tool&rdquo; at <a href="https://www2.gotomeeting.com/register/488330090" target="_blank">https://www2.gotomeeting.com/register/488330090</a>. <br />

On Thursday, November 18, the NADO Research Foundation will partner with the American Planning Association Economic Development Division to hold the free webinar &ldquo;New Approaches to Integrating Economic Development Planning&rdquo; at 1 &ndash; 2:30 p.m. Eastern Time.&nbsp; Most jurisdictions and regions include an economic development element in their comprehensive plans and regional plans, but to-date rarely has economic development been truly integrated into these plans.&nbsp;&nbsp;This webinar will familiarize attendees with several new concepts relating to the integration of regional and local economic development planning with broader planning efforts.&nbsp;&nbsp;<br />

The presentation will focus on several types of plans, including Comprehensive Economic Development Strategies (CEDS), the CEDS modernization effort and aligning the CEDS with other regional plans, economic development in regional sustainability plans, and economic prosperity elements in comprehensive plans.&nbsp;&nbsp;The presenters will also cover simple and useful ways to present and analyze economic data in plans.&nbsp; Register for &ldquo;New Approaches to Integrating Economic Development Planning&rdquo; at <a href="https://www2.gotomeeting.com/register/716713682">https://www2.gotomeeting.com/register/716713682</a>.&nbsp; <br />
